TENANT-BASED SECTION 8 RENT ASSISTANCE
Tenant-Based Rent Assistance provides low-income persons with housing vouchers that are used to help pay for the cost of housing in the private market. The voucher holder pays approximately 30 percent of their income for rent, and HACM pays the difference to the landlord. This type of rent assistance can be transferred to other locations across the county. The waiting list for HACM's tenant-based rent assistance is currently closed.

PROJECT-BASED SECTION 8 RENT ASSISTANCE
Project-Based Rent Assistance is similar to Tenant-Based Rent Assistance, except that it is designated for specific buildings only and cannot be transferred from building to building.

OFFICE HOURS: 7:00 A.M. - 4:30 P.M., Monday - Friday with the exception of holidays
WALK-IN HOURS FOR HELP WITH CERTIFICATION (does not include the Lease & Contract or Inspection Divisions): Tuesdays between 8:00 A.M. and 11:00 A.M. and Thursdays between 1:30 P.M. and 4:30 P.M.

WAITING LIST CHANGES/UPDATES: All changes, including address, email address, telephone number and household member changes must be in writing and provided to the Rent Assistance Program one of these ways:

  • Emailed to [email protected]
  • Faxed to (414) 286-5094
  • Mailed or delivered in person to the Rent Assistance Program, 5011 West Lisbon Avenue, Milwaukee, WI 53210. If you are delivering it personally, the office is open weekdays 8:00 am to 4:45 pm.

ABOUT THE PROGRAM: This Section 8 Program is a federally-funded program administered by HACM. The Section 8 Program, often referred to as the Rent Assistance Program (RAP), is designed to help low- and moderate-income families rent privately-owned housing. The rental subsidy, known as a housing assistance payment, is paid directly to the property owner or designated payee each month. This program is available to a limited number of families and allows them to pay approximately 30% to 40% of their income toward their monthly rent. The program pays the balance of the rent to the landlord in the form of a monthly check.
